1 Procurement Guidelines and Manual
1.1) How can the Procurement Guidelines be down loaded from the NPA Web site ?
Select the Procurement Guidelines tab on the Home Page and place the cursor over the Government Procurement Guildline link which appears on the Sub Menu and select. Then place the cursor over the Procurement Guideline Icon and right click on mouse button and select 'save'.
1.2) How can the Procurement Manual be down loaded from the NPA Web Site ?
Select the Procurement Guidelines tab on the Home Page and place the cursor over the Government Procurement Guildline link which appears on the Sub Menu and select. Then place the cursor over the Procurement Manual Icon and right click on mouse button and select 'save'.
1.3) Are the Guidelines on Government Tender Procedure issued in 1997 still applicable ?
For procurement of Goods and Works the Procurement Guidelines 2006 - Goods and Works and the related Procurement Manual are applicable and REPLACE the Government Tender Procedures issued in 1997.
However, for Consultancies, Chapter IV "Use of Consultants", of the Guideline on Government Tender Procedures issued in 1997 will remain in force until new Guideline on Consultancy are published.
1.4) Does the Procurement Guidelines 2006 cover the procedure for Private Public Partnership (BOO/BOOT) Projects ?
NO. The Guideline on Government Tender Procedure- Part II, Private Sector Infrastructure Projects BOO/BOT/BOOT Revised Edition, January 1998 is still applicable.
1.5) Do the Government Procurement Guidelines 2006 cover disposal of state owned assets and divestitute procedures ?
NO. Financial Regulations (FR) are applicable.
1.6) If an institution has invited Tenders for an item with an indication of the quantity requirement can an order be placed for a lesser quantity ?
If the bidding document provides that the Purchaser has the right to vary quantities at the time of award, the supplier is bound to provide goods upto the quantity specified without any change in the unit price or other terms and conditions of the bid.
1.7) Can the implementing agency write to the donor and seek concurrence for determination of a tender on basis of the Procurement Committee recommendation ?
In case of instances where concurrence of donor agencies are required, either the Project Director/ Manager or the Line Ministry may take necessary action as per the requirements of the donor's Guidelines, if any, but not the implementing agency.
1.8) Is the Head of Department authorized to make determinations on the awards of contracts and/ or making purchases on his own without the assistance of the Procurement Committee appointed by the Secretary to the Ministry ?
Clause 2.14.1 of the Procurement Manual set out the provisions available for procurements using the direct shopping procedures. Accordingly, Secretary of the Line Ministry/ Head of Department/ Project Director may procure items to the maximum value of Rs. 200,000/ by endorsing a written justification in line with provisions under clause 3.5 of the Procurement Guidelines.
1.9) Is it not possible to pay TEC members even for handling Procurements between Rs. 2.0 Mn. and Rs. 25 Mn. if they do not meet before the final meeting, outside normal office hours ?
The rates for making payments to TEC members is set out at clause 2.9.1 of the procurement manual, in respect of purchases between Rs. 2.0 Mn. and Rs. 25 Mn. The number of meetings of the TEC depend on the nature and complexity of the procurement.
2 Trainings
2.1) How can the details of the Training Courses conducted by NPA be viewed and an Application Form obtained ?
When the mouse is taken over the 'Capacity Building and R&D' link on the home page a pop up menu is displayed.
To view details of the 'Diploma in Public Procurement and Contract Administration' click on the link displayed in the sub menu. The Application Form for enrolment can be downloaded by clicking on the link shown at the bottom of the screen.
To view the 'Training Calendar 2006' click on the link displayed in the sub menu. The Application form can be downloaded by clicking on the link.
2.2) Who can apply to follow NPA Training Programmes ?
Staff Officers of government institutions and Procurement Assistants serving in Procurement Cells of Ministries and Provincial councils.
2.3) Where are NPA training courses held and what are the course fees?
Training courses are usually held at government training institutions SLIDA and SLFI. Applicants to a course will be informed of the location when they are informed of their selection to the course.
There is no fee levied for the training courses listed under the Training Calendar.
